it a scam as long as the person never identify itself. with so many reports, hope someone can make a police report to shut them down
i received the same calls from numbers starting with 6309. same thing, picked up but nobody speaks. i suspect they might be recording our voices so i always mute it when i pick up.

This is scam pretending as standard chartered bank asking for overdue payment. Never give out your account number to the agent

citibank, very irritating, pick up then hang up, keep call and call until you pay the bill.
