This number is from NUS LKYSPP Institute of Policy Studies – IPS Social Lab (Incoming Call Only). When called back it is a recorded message. Most likely u receive this call to check if u have completed doing a govt related survey recently and received relevant compensation in the form of monetary rewards or vouchers. Will just have to wait for them to call u back if u have a missed call from this number. This is not a potential fraud which was mislabelled as one.
